		<description>PHP is a complex application which is facing a hostile environment, the internet, so there are two things that cause the upgrades, firstly is the need to add or fix security in order to deal with new attacks and abuse, secondly it is to add new features also under this heading is upgrading to the latest versions of embedded libraries. Put PHP in a safe environment and you would probably only see the developments to add features.

I don't think it means PHP is bad just that it's an evolving language where the developers are correcting issues as they find them.</description>
